Can I safely use new 1.8 default theme on 1.6 via ACP theme export-import?

I've seen this theme or it's modifications on some forums which use 1.6

No, you can't. The theme system itself was modified and there are a bunch of template what will be broken.

It's not hard to code that theme for 1.6.
