yes, from some users who I have in my forum send MP to me and it arrives to me… but other users send MP to me and he does not arrive to me.
Do you have "Receive private messages from other users." enabled in your user cp?
No need for the Spanish version, this is an English support forum... Anywho, are you sure they are even sending it(or maybe sending it to the wrong person)? If it works for one, than it should work for all.

If they elected to "save a copy" of the PM, maybe you can ask them if they have the PM saved in the "Sent Folder" of their PM mailbox. If it's not there, maybe they haven't sent it.
