I'm wondering if it is possible to modify the warning system to automatically deduct an amount from a users warning log each month, whilst not allowing a warning to expire. I don't want a 33% warning to disappear all at once, I want it to reduce at 5% per month if the user has not received a warning in tha 28 day period

Possible?

Sounds like the job for a plugin.

It should be as easy as a core edit to the system.
