I want to make a homepage but i want the theme on my forum - http://area2007.x10.mx/index.php to be on there so like its the background to my buttons but i don't want the menu to display how can i do that?

Looks at the CSS and HTML struture of your theme and replicate it for your homepage (which I assume will be a single static html page).
This kind of thing is time consuming, but if you know some CSS and html you can do it yourself.
Otherwise hiring someone to do this will probably cost $$$ unless the developer is doing you a return favor.
