1 . When i pull in the posts from a forum to my portal page
I want 1 thread to be sticky on the portal page i.e the welcome post .

When i create a new post , it comes first . I need the welcome post sticky

2. How to create some intro in the forum like . Some guidelines on what to paste in the forum . The same as that on mybb community

3 . How to make portal as home page ?

2. edit forum in admin panel and scroll down for rules section. there you can add whatever you want.
3. simple method is to use rewrite rule in .htaccess
DirectoryIndex portal.php index.php index.html
1. wait for better response. simple method is to edit portal template and add required matter

please help me any body who are really efficient
