icons folder of the theme. each theme can have different set of icons.
if you want the post icons to be used by the staff only then you can try using
template conditionals plugin.

Alright found the folder.
But is there a way to not rename them as the previous .gif files?
Like the previous 'wink' icon was named 'wink.gif'
Is there a way to just upload a random icon and it'll appear on the icons page?
And I don't understand how the template conditionals work. Is there no already made plugin to allow post icons just for staff?
^ you can add a single icon or multiple icons from a folder through
admin panel >> configuration >> Post Icons
IIRC, there is no plugin available for post icons usage permissions.
