When someone registers on MyBB they show as the newest member even if they are not validated by the admin.

I don't believe this is a bug, simply personal preference.

If someone signs up on the forums, they are still the newest member regardless of whether or not you have validated them. The database tells the forums that the newest users is 'username' so the forums tell you the same.

No doubt some code modification can be done to make this work the way you like though.

This is indeed intended. Moving to code modifications if someone would like to serve up a small modification that shows them only when they're validated.
