I don't believe there is a solution. You can try using plugin uploader, it still requires ACP but it will download, extract, and install for you!

Well, I'm trying to activate as I have already uploaded everything.

Ok, there may be a MySQL query that will get it done but as far as I'm unaware it might be different for all plugins. Do you not have access to the ACP?

You can edit the datacache to mark a plugin as active but it won't run the activation routine.
