I don't remember making any changes around the time that this started happening.
None of my users, besides admins, can send PMs to other users. It just gives this error:

The only way I found to fix this was to set their maximum message quota to 0 (infinite). It doesn't matter how high I set it to, only 0 will work. I don't want them to have unlimited PM space though, so does anyone know how to fix this?
