check individual admin permissions (or admin group permissions)
admin panel >> users & groups >> Admin Permissions >> select individual admin (or group) -->
Forums & Posts --> Can manage forum announcements? <-- select No and update permissions

Right now only administrators show up there. But moderators are able to change the announcements too and I'd like them not to be able to.
