Suggestion that there should be a command something like this to force everyone to use a specific theme...

and to know who are the users who use the themes listed.. (not just users count)...  some type of page that will display users who use those themes... and multiple commands to change them..

I dont seee any board settings that has relations to themes and only the themes itself..

You can set a forum itself to a default theme and force users. You would need to do this for all forums. Also you can just change the default theme only and not have a second theme.

Assuming you are using 1.2.x, In the ACP, you can choose which usergroups can/can't use a particular theme.

ACP > Themes > Modify / Delete > *Theme Name* > Go

Find 'Allowed Usergroups', should be at the top of the page.
