In my board, the "Can Manage Smilies" in admin permission doesn't work for a new administrator group.
Only the general administrator can manage smilies.

Can you state specifically which groups/users have the Can Manage Smilies yes/no permission, and which group/user this user is.

For a custom group i was authorised to access to CP and manage Smilies, but it did'nt work.
So after many combination for its group, i have given all permissions and it did'nt work too.

Works fine here.
I just made a new usergroup that allowed to enter the Admin CP. Put a user in it.
Went to Users and Groups -> Admin Permissions -> set for the username that was added.
And set Can Manage Smilies to yes. Logged out and logged in with the other user and was able to add/edit/delete smilies.
