It was working for the group now certain users cant access the signature even though it is enabled it is not showing

There's a ACP setting to enable signature to users with certain number of posts, check with that if its overriding your setting.

Where can I find it?

ACP==>Users & Groups ==> Groups (On left side menu) ==> Click on the Group you want to modify ==> Navigate to Users and Permissions ==> Now you will have the following settings:

Can add a signature?
Required Post Count Before Signature Can Be Added: and
Signature links have nofollow enabled?

Yes they can add a signature.. But..
its not showing the signature part in usercp

Yes they can add a signature.. But..
its not showing the signature part in usercp

Check with this setting bro: Required Post Count Before Signature Can Be Added:, change the value of posts!!! I think it will do it.

I already checked that it is 0.. And the people have over that.

Registered users are not allowed to use signatures , only royal, diamond , and staff

in my case, after upgrade myBB from 1.6.3 to 1.6.10, also check in:
SETTING --> User Registration and Profile Options --> Allow MyCode in Signatures (YES) to enable html code (hyperlink)
