for example who has 0 messages and less than 10 message.
is there any mod or something.
or phpmyadmin.
is there any way to close new register whatever we want.

If you are still using 1.1.6 I suggest you upgrade to at least the patch for 1.1.8 that has been released now. It is best if you can upgrade to 1.2.2 because this will give you both the features of the 1.2 series, and the security fixes. Also you will be able to use the plugins for 1.2.x
If you don't want to upgrade to 1.2.x, you should be using at least 1.1.8 with the security patch. Also be advised that support for the 1.1.x will no longer be provided very soon.
You can try the mod for 1.1.6 and see if it works.
