How would i make everyones username icon visible on every page threwout the forums? been lurking around but haven't found a sulotion

It is inserted by username styling in group options, right?

If yes, use Style Usernames plugin by lukasamd. http://mods.mybb.com/view/styl-usernames
If not, specify how it is inserted (plugin/modification/...).

@down, well that's plugin issue and it may be impossible with any plugin due to no hooks and core edits may be needed.

Yes and thank you that plugin worked and it's now showing on all pages,
except the announcements in the portal?
