Instead of this, why can't the user directly quote without confirming this?

you are referring to multi quote feature.
it is coded like that as the system needs to know when user is ready to quote the selected posts.

Just click Reply under a post to quote that post directly.

all posts on the topic page have a reply button (looks like [Image: postbit_quote.gif]) which automatically quotes the post (above that button)
