Is it possible to add a sidebar to left and right sides of the forum (not only index but also throughout the threads and forums) without a plugin. Basically I want it to display ads to left and right sides of the forum within in non-static or not fixed or non floating div areas.

you can add div elements and adjust with css style - or use tables! (just as example: see replies here)
