I'm trying to install the Google SEO plugin, but I get this message in the plugin section of the admin panel:

All Plugins Disabled! Google SEO won't work until you re-enable the plugin system.

How can I fix this?

at the the bottom look for disable all plugins

Weird, that's never been enabled before.
