is there any one can make a plugin for free for all mybb user: example

i got 2 users in m forum

user1 hate user2 so he want to block user2 so he cant see his thread only without reply and user2 can see thread user1 without reply or sending a Private messages

Note: And its work with other plugins like he cant post comment in my profile or he cant see my whole profile

Ask user1 to visit user2s profile and add them to their ignore list.

He wants something like Facebook.
Essentially like the other member didn't exist to the other.
