Is it possible to do that you have atleast 10 posts and 0REP or more to REP another person
Is it possible if someone has REPS in minus-, He can't REP others ?

Thats possible with group promotion system like add permisson to registered group that they cant rep anyone then make 1 new group allow them to rep and last add new group promotion 10 post requirement so after 10 post users promoted to new group that you made so they use reputation
