hello,
i'm looking for a way to block users (spammers) to register at the forum
Is it possible to set a cookie in their browser to keep track of their next attempts? This way they will be locked out even before reaching the board.
Maybe there is a plugin or something like that?

Even if we do set a cookie in their browser, it would be deleted after they clear their browser history. If you want to get rid of spam then take a look at the Spam Prevention Plugins sticky.
