Hi guys could you tell if I ban a user will that also block the IP address from registering again under different username?

Well you can block multiple registrations by setting Maximum Registrations Per IP Address to 1. Go to ACP>Configuration>Settings>User Registration and Profile Options

I found a tutorial to ban someone by IP through their profile however it doesn't ban the account.
