When a user includes an announcement plugin then they install A new theme when it has already been activated they need to navigate to plugins then re-activate the plugin. Just A feature suggestion for 1.8 if those

plugins or plugins that make use of the templates system will be automatically included with in the new theme when the new theme has been installed by the user and the same with similar plugins that use the template engine.

Thanks,
Spudster
That doesn't depend on forum software, it's plugin related. It has been mentioned before:

Activate / deactivate plugin(s) in order to add that plugin variable in new theme template set or
manually copy all plugin variables and paste them into your new theme template set.
