The notice you provided in the screenshot is a custom code that you have to add to your templates, it has nothing to do with your PM alerts notice.

^ your forum's global.css consists of required style code for the required things - not sure about the templates. needs
checking with temporary admin privileges. you can send a polite message (with admin panel access) to Arbaz to check
