I deleted the old background image from the FTP and input a new one. I changed the code from the style-sheet and the website is simply not affected at all. Thanks in advance.

Remove /public_html from the background URL.
Have you tried reloading your webpage without the cache?
What's causing it to not immediately change?

Your browser is showing a cached version of the site and not a live version. You need to force your browser to re-load the page. How you do that depends on what browser you are using. In Firefox it's Shift + Reload.
