How can I show a popup to all users on the first time someone enters the website?

Not a pop up, but I use this: http://mods.mybb.com/view/welcome-pm

No, it must be a popup, also for guests.

There is a way to do it but I don't know how it can be a popup. It can be a welcome box or something like that.

For only a one time?

it can not be a MyBB specific feature - many web sites provide such popup scripts (eg. 1 & 2)

however one can use force view thread plugin or rules plugin for the required purpose
