I want to add a non English sub forum such as Bengali into a certain forums. But I don't know how. If anybody know please share with me. I give my forum url below :

It's not possible, I think. But I can recommend you to do this:
1) Create a forum specially for that language and advise users to use that forum for that specific language.
2) Create another language pack and advise users to change their language (it will change the whole forum language for that language).

This would require a custom plugin. You would have to hire a developer or request someone to make it.
