Means that you have excited mysql max number of connections per user

3011 wrote a valuable resource on this issue. This information is for anyone hitting this thread. Most shared environments via hosting are only 25-50 max connections. Very low, you max out quick. But here is an option for anyone who need further info http://articlechase.com/mybb_sql_error_1040_fixed
