not all the plugins. the plugin coder should have the required skills 
eg. Google SEO plugin edits inc/functions.php file

I use 1.6.9
I want to upgrade to 1.6.10
I must deactivate all of them one by one in plugins page or also I can use "Disable All Plugins" option in General Configuration?

That usually only applies for a minor upgrade (e.g 1.6 to 1.8). Upgrading from 1.6.9 to 1.6.10 shouldn't require you to disable plugins.
