I want to add a fully customize page such as Advertise With Us . I visit MyBB mods page but don't find any plugin like that. Is there any other way to add a Advertise With Us page ?

You can follow this tutorial, http://community.mybb.com/thread-116225.html , on how to make custom page. That's the best solution If you ask me, since there is no plugin for Advertise page as far as I know.
