I am new to myBB and would like to allow my members to choose different skins that would be more to their preferences, however I cannot find where to turn this option on.

Is there a setting in the ACP of do I need a mod or plugin?

it is not a core feature - plugin is required quick theme on change or myTheme
however, I'd suggest to not install too many themes. Three should be sufficient (a dark one, a light colored and a mobile theme)
if you have many themes then maintenance of plugins & code modifications could be difficult
