When a user goes below 0 rep, their posts should require moderation. So new legitimate users can post, but spammers, when they get into RED reputation, their posts require moderation.
Just to clarify. Users with 0 reputation WILL be able to post without their posts being moderated. However, as soon as they get into the RED reputation [negative reputation] their posts will be moderated.
