You're most likely are going to need a plugin for that as it's not a built-in feature in MyBB.

If you want it with additional security/enhancements you're gonna need the MyDownloads (paid-)plugin by MyBB-Plugins.com

That is a standalone download/upload script. It has nothing to do with MyBB.

It's most likely a downloadable script on the internet as well. Just do some research.
