This, plus you are missing 2 of the 3 biggest abusers in that list. Malaysia and Russia. Nobody abuses from Ecuador either... They're lucky to even have computers down there.

As for Bala, many sites did ban U.S and UK including Canada through Cloudflare so every visitor gets a Cloudflare challenge page but you don't want to ban U.S because I think it will be an issue with SEO.

The problem is that we're based around Dota 2 which has a huge Ukraine & russian population though. How abouts would I ban e-mail domains in my admin CP?
If you ban Ukraine and Russia through Cloudflare; What would happen is that if anyone from either country tries to visit your forum will be forced to complete the Cloudflare challenge page which basically as a captcha like question but in an image where mostly humans are able to answer.
As for banning e-mails, go to ACP>Configuration>Banning>Disallowed Email Addresses

My first suggestion is don't drop a link or post your URL on every forum/social chat based site you're on. It has been my experience that naughty bots pick-up on that quick and swarm on new sites.
Secondly, assign moderators that regularly monitor your site when you can't.
Cloudflare is definitely a good deterrent but not an end all. It takes much human diligence to detect patterns regarding IP addresses has proved to me to be the best solution. Cutting off entire countries based on IP addresses is only part of it because the baddies can always hide their originating IP behind an ever changing VIP.
Thirdly, if you're on free-hosting, I suggest that you upgrade to their minimal paid service and then ask for donations from your trusted members to help support your site.
By me doing all that, it has kept my site alive and almost spam free for over 3-years. My first 3+ years were spent bouncing from one free-host to another every few months because of persistent spam-attacks that almost always caused my site to be shut-down for exceeding site access limits from bots. Needless to say, I wasn't happy and neither were my regular, good and trusted members when that happened. That's why a few of them stepped-up to help pay the bill for paid-hosting.
At any rate, spamming can't be eliminated entirely, unfortunately, but it can be minimized greatly by using every tool at your disposal including all of what has been suggested by others in this thread as well as allowing other members of your forum to help by promoting them to Moderator or even Administrator status, if you trust them that much.But don't just promote rampantly. Get to know them, trust them and only then.... offer to promote them but, give them the option to decline too.

MegaMaxxx, I think the problem was that too many people were signing up for his forum and spamming his boards. I block disposable mail providers.

Fassim plugin blocks most disposable email providers, we're always looking out for new disposable domains that come out and add them to our list.
