Say I want Admins to have +1000000, then upgraded member have +3.

How would I do that?

Go to Admin cp -> Users&Groups -> Groups -> Edit some group

Under Users and Permissions settings you'll find this

Below number shows how much reputation points certain group is allowed to give.
