I have created a specific section where I want members to have atleast 60 posts and then they become able to post.

A member is having less then 60 posts, He gets error. He has 60 or more, He is able to post. Tell me how to do this without new usergroup.

if you want to restrict posting new threads then this plugin should help.
or may be above plugin can be modified to suit your requirement.
