I think this permission is really useful, here is how it works:
The admin can give a forum permissions to a group: "Can see thread titles within a forum"
So this permissions will basically allow the group to see the topic titles within a forum even when they don't have the access to the topic content.
Isn't "Can see threads" what you search?

If the group have that permission, than the group members will be able to access to the thread, I only want to show the threads titles in forumdisplay.php but when they try to access to the thread, than the "Can see threads" is required
Here is an example:

people can see the topic titles within the forum, but they cant access to them unless they have "Can read thread" permission

Ah I see what you mean. I think it would be better as a plugin (and iirc there is already one).
The available plugins are not good enough, you can't customize it
I'm not good with plugins, but I'll try to make a core edits, seems easy
^ if one can do core edits then customizing plugins should not be a difficult task.
and it is advised to not do manual edits to the core files, instead use plugin like
patches
