I can not deactivate or activate some plugin. I try to deactivate Userpage Plugin but can not do so. Then I try to activate Text Ads Plugin but I also can not do so. Some plugin I can deactivate or activate but some I can't why ?

Can you go into more details about how you can't? is there an error message or something?
