...public_html/inc/languages/english/admin/editperms.lang.php does not exist

At each upgrade my forum dies a bit more, with 1.6.9 the "reply" button ceased to work, after 1.6.10 the attachments became all messed up. Now I can not even modify users.

I did everything right upgrading, but mysteriously it didn't give me "upgrading from 1.6.10" as an option. I found it weird and chose "1.6.9". I should have cancelled. Now the forum is a mess.
