If you want to be the biggest you would probably write a custom script that does the job better than everyone else.

Probably not. If you don't know how to code, then you have almost no hope of keeping a site like that online. Image hosts are very very bandwidth intensive, and are thus rather expensive to run. You need a script that is as streamlined as possible, and custom is the way to go!
I'd check out YetiShare.com - It's a cool script, would need some of the plugins though to achieve what you want.
It is fully open source so you can do what you want with it (subject to the license) but overall its a cool system
