I want to give a supermoderator permission to ban someone, and see the email of the users, but I didn't find how to do it.
If change the user from supermoderator to administrator, then he has access to the Admin CP, and I don't want that. Is it possible to deactivate some of the funcions of the Admin CP for him? Or how can I give him the privilege to ban and see other users emails?

You can just add the user to the 'Administrators' usergroup and then change his permissions to exactly what you want him/her to be able to do.

First: Change usergroup to Administrator and change 'Display Usergroup' to Super-Moderator.
Then: AdminCP --> Users and Groups --> Admin Permissions

Alternatively you can edit the Super Moderator group to have the permission "Can Access Admin CP." Then in the administrator permissions page make sure you restrict the super moderators to just "Can Manage Users."
