I've got two moderators for a board with almost 30 posts per day average. You don't need four.

You don't need any staff. What you are asking for is content providers. You're really going to bribe people with forum power to post content?

The number one mistake that new admins make is hiring too many staff. Start off with just yourself (and a co-admin if you're really desperate). When the moderation gets too tough to handle, hire another moderator. When it gets too tough again, hire another. Don't start off with too many staff. For 17 posts a day, I would remain at two staff members. When you get maybe 50-65 posts per day, I'd get another.
