i have seena rss syndication link in the footer , how it can be utlised. can any one give me a step wise procedure to utlise this feature.

Click on it and then read and fill out the selection. Once your done click submit, and you will get a link with the options you specified. copy and paste the link into your browser and hit go.

What must I do to highlight the link so that is clickable?

Highlight the link and press ctrl + c then go into your browsers url (open up a new window) and press ctrl + v and press the "go" button.

No, I mean what must I do that the link gets parsed out as a clickable link with href tag?

You can change it in the template misc_syndication_feedurl
