I created a new forum and set a user as a moderator.
I created a new group whose members are the only ones allowed to post in his new forum.
I would like for him to be able to control who can be members of this group.
Is this possible?
you can make the moderator as the
group leader and he/she should be able to manage the group members.

I made him group leader but neither of us can find how he adds users to his group.
Can you please indicate the steps to get to the screen to do this?
Never mind. I found it. It's in the User CP not the Mod CP.

What it sounds like is you want your moderator to have limited admin permissions.
But you could try making the group publically joinable.
