I have changed the way that threads display user information to the left of the posts rather then above. But for accounts that were created before the the user detail layout change show user information above the posts unlike new members.

You've changed the default value but the user can also change it themselves in their User CP.

Switch to classic postbit.
There are 2 locations that you have to cover.

User Specific Settings:
User CP > Edit Options > Thread View Option > Check "Display posts in classic mode".

To make it Default for the board:
ACP > Configurations > Settings > Show Thread Options > Post Layout

That solved it, thought changing the site default would of done it automatically though.
