If you have applied the theme on a later stage, identify the plugins not working -> deactivate and reactivate.
Generally the plugins place variables inside templates and if you are installing new theme: the templates of the theme will remain without plugins inserted variables - hence it appears that the plugin is not working.

Can you please point to the plugin page?
If it is this:

then check if this variable is present in your header template of Ace Navy theme or not:
{$newsbar}
It is targetting the tag '<navigation>' and this tag is absent in most of the themes using custom menu with custom div class.
