What type of hosting are you using? Shared hosting may not allow php.ini access.

in general, access to php configuration is not available through ftp access. you have to check in your web host control panel
or contact your web host for clear guidance

I contacted support and they told me how.
Also enabled SSH.

Most shared hosting won't allow access php.ini. If you want to do custom systems to php, mysql etc you might want to look into getting a VPS. You can get one for around the same price as shared hosting.
