if you find a pigeon with a ring on its leg and you have managed to catch the bird, the first thing first put in a box away from a cat then give the birds some hard peas or rice or wheat then after it has eaten the food place a bowl of water in with it then remove the water bowl and then remove the bird to read its ring number mark down on a piece of paper the letters you see and numbers then go back on here this site and report it pm the Admin we will sort it out for you. or take the bird to a known fancier in your area or look up the rpra or the shu nhu, ihu, office they will tell you who owns the bird - - -
