My host has restricted my c-panel features because theres a file on my server hogging the server, heres what the message says:

Unfortunately, a script running on your hosting was found to be causing server issues that negatively affected other users. We have been forced to place resource restrictions on your account at this time.

The file is misc.php

Whats this file doing ?

Normally it shouldn't hog the server. It handles smilies, help documents, buddylist, syndication and other non-heavy actions. It's most likely caused by a hooked plugin. Provide a list of them and their versions.

I dont have any plugin installed, this is on a test board, no users, no plugins, nothing. Yet, misc.php is causing havoc.
