MyBB Community Forums - All groups/categories created equal?

I have one category that gets more posts than all the other categories combined. I like to show threads posted within the last 24hrs on the first page but with this uneven postcount I can't.

To prevent spam I only allow x amount of new threads per day. But I would like to offer more to premium members but I cannot find an option for this.

Is it possible to customize categories/groups or is this a plugin feature that I need to order?
